Study on obstacles to the right of free movement and residence for EU citizens and their families

The overall objective of the study was to gain an understanding of the primary obstacles for EU citizens and their families in exercising their right to free movement and residence.
The LIBE Committee and the PETI Committee commissioned Milieu to prepare a Research Paper looking at the transposition of Directive 2004/38/EC and identifying the primary practical obstacles to the right to free movement and residence. A focus was made on cases of discrimination (based on nationality, ethnicity/race or civil status) as well as measures to prevent abuse of rights.
The research covered 28 EU Member States, with more in depth research through the preparation of country reports for 9 EU Member States: Belgium, France, Germany, Italy, Ireland, Poland, Spain, Sweden and the UK.
