Charlie is an American and Portuguese national, who joined Milieu as a Senior Advisor in February 2024. She holds an MA in Economics from American University and a BS in Economics from the College of Charleston. Charlie brings 15 years of quantitative analysis and impact assessment experience in a variety of areas, including labour supply and demand, climate mitigation, microfinance, agricultural practices and productivity, and banking. Her expertise includes extensive experience in statistical analysis (in STATA), questionnaire design, data collection, and desk research.

Prior to joining Milieu, Charlie designed and implemented impact evaluations on land restoration programmes for the Food and Agriculture Organization of the United Nations. For the World Bank she applied the Jobs Diagnostic tool to conduct gap analysis of the demand and the supply of the labour market. At the European Bank for Reconstruction and Development managed the implementation of the flagship socio-economic surveys and oversaw the design and completion of impact evaluations.
