Lucille Paltriguera is a British national who joined Milieu in 2023 as a Water and Marine Policy Advisor. She holds an MSc Natural Resource and Environmental Economics from the University of Birmingham (UK) and a BSc Economics from the University of Hull (UK).

Before joining Milieu, she was a Senior Economist in Yorkshire Water, a private but regulated water and sewerage company in the north of England. She led on the economic assessment and valuation framework to support the company’s strategic planning process and investment decision making. From 2010 to 2017, she was an Environmental Economist with the Centre for Environment, Fisheries and Aquaculture Science (Cefas), a UK Government Agency that provides scientific and policy advice to UK Government bodies such as Defra and the Marine Management Organisation. In this role, she delivered economic assessments and advice on a range of matters relating to the coastal and marine economy and environment, including the designation and management of marine protected areas and the implementation of the Marine Strategy Framework Directive in UK Waters. Her main area of expertise is in economic analysis and evaluation, especially in the context of natural and social resources.
