Pietro Freguglia is an Italian national, working as a policy advisor at Milieu since September 2023. He holds a Bachelor’s and a Master’s degree in Economic and Social Sciences from the Bocconi University. In 2023, he attended a short on-line course on advanced European Competition Law held by the London School of Economics. Mr Freguglia has over 5 years of experience advising public bodies and private clients in the areas of economic regulation, competition, impact assessment and policy evaluation. His main areas of expertise include economic regulation of utilities, especially in water settings, study of economic impacts of national and European regulations, and economic modelling, which he has obtained through related project work.

Prior to joining Milieu, Mr Freguglia was a consultant at Europe Economics, an economic consulting firm based in London. As part of his experience, he was seconded several times to UK regulators, such as the Water Services Regulation Authority and the Payment Service Regulator, in which he has also managed small teams of colleagues. In 2017, he was a trainee at the European Commission, Directorate General for Competition, in the unit responsible for the competition cases in the financial services sector.
