Implementing Directive 2012/27/EU on Energy Efficiency

The objective of this project is to verify the completeness and conformity of national implementing measures regarding specific provisions of Directive 2012/27/EU on energy efficiency for the 28 Member States.  Milieu will produce 28 country studies analysing the conformity of the 28 Member States’ national transposition measures with the Directive’s requirements. 

This verification task will be carried out in two phases: (1) A "prima facie check" aimed at verifying if all provisions of the Directive have been transposed into Member States' national order as necessary; and (2) an in-depth legal analysis of the conformity of national implementing measures with the provisions of the Directive. 

Milieu will provide for each of the 28 Member States:
1.   a translation of the national transposing measures;
2.   an assessment of  the completeness of the transposition;
3.   assessment of the conformity of the transposition measures with the requirements of the Directive.

The study will include assessment of the conformity of the transposition, analysis of any gaps, problems, inconsistencies and/ or non-conformities of the transposition with provisions of the Directive and a table of correspondence including the relevant national provision(s) transposing the provisions of the Directive.
