    Lucie Meura is a Belgian legal advisor who joined Milieu in November 2013. She drafted studies for the European Commission evaluating the conformity of national legislation with EU directives of high relevance for environmental protection (e.g. on industrial emissions, carbon capture and storage, access to justice in environmental matters), co-drafted studies on the regulation of timber trade (EU TR), and chemicals (PIC Regulation), and developed considerable knowledge in the area of public health. As part of the EU study on the evaluation of the EU OSH Directives conducted for DG Employment, she co-drafted the Belgian report.

    Marco Paron Trivellato is an Italian national working as an Advisor at Milieu. He holds a Master’s degree in Law from the University of Trieste and a Specialised Master in EU Interdisciplinary Studies from the Institute for European Studies of the Université Libre de Bruxelles.

    Mr Paron Trivellato has a strong interest in EU law and policy, with a specific expertise in the area of Justice and Home Affairs. Throughout his career, he contributed to several research projects and academic publications, ranging from EU migration and asylum law and migrant integration policies to rule of law.

  • Margaux Truc

    Margaux Truc is an Italian and Belgian national, working as a Policy Trainee at Milieu since August 2023. She holds an undergraduate degree in International Relations from the University of Geneva (Switzerland) and an MSc in Politics and Policy Analysis from Bocconi University (Italy). During her studies, she carried out a four-month traineeship at the European Commission, supporting the work of the international relations unit of DG Comp (A5). As a trainee she wrote weekly confidential reports about anti-competitive practices and potentially unlawful state aid issued by EU partner countries. She also participated to the creation of a comprehensive global dataset on partner countries’ competition legislation. From October 2019 to June 2020, she was a research assistant at the Jacques Delors Institute of Paris, where she contributed to research projects on European trade policy and the negotiation of the MFF. Prior to joining Milieu, Ms Truc was an intern in the digital economy team of the Public Affairs consultancy Burson Cohn and Wolfe. Working for several clients in the tech and cybersecurity industry, she covered the latest developments of the EU digital and trade agenda and drafted client reports, mainly on the EU Cybersecurity and Data Strategy, the Digital Services Act package, the EU-China relations, and the EU trade and industrial policies. Ms Truc is an Italian and French native speaker; she has an excellent command of English.

    Dr. Mariosa Vella Cardona is a Maltese warranted lawyer. She obtained her Doctorate in Laws from the University of Malta in 1997, from where she also completed a Magister Juris in European and Comparative law. After being admitted to the bar, she joined the EU department of a leading law firm as an Associate and then went on to set up her own private practice.

    Massimo Marziali is a qualified Italian lawyer, working as an Associate Analyst at Milieu since March 2019. He obtained a five-year law degree from the Law Faculty of the University of Macerata and a Master’s degree in Political Management from Luiss School of Government in Rome. Additionally, he recently attained a Master’s degree in “Biolaw: law, ethics and science” from the Law Faculty of the University of Murcia (Spain).

    Matthew Geraci is a Canadian national working as an Advisor at Milieu. He holds an MSc in Public Policy and Human Development with a specialisation in Social Protection Policy from Maastricht University and United Nations University (double degree). Matthew has several years of experience working directly with Canadian elected officials and government departments at the provincial and national level.
    Prior to joining Milieu, Matthew was a Senior Advisor for Policy and Regional Affairs to Canada’s federal Minister of Environment and Climate Change from 2018 to 2021. In this role, he advanced the government’s national freshwater policy objectives and managed several environmental policy files impacting the province of Ontario. In 2017, he was a Legislative Assistant and Issues Manager to the Province of Ontario’s Minister of Seniors Affairs, developing communication strategies in response to emergent issues concerning the Ministry’s policy portfolio.
    Throughout his professional career, Matthew has gained knowledge and experience in a wide range of climate and environmental policies, and provided policy advice and recommendations to elected officials, including cabinet ministers. During his graduate studies at Maastricht University, Matthew became proficient in Stata for the purpose of utilising econometric techniques and various quantitative policy analysis methods, such as cross-country multivariate regression, propensity score matching, multidimensional indicators, and micro-simulations of government programs.

    Maxime is a French national who has joined Milieu in January 2020. He holds an LL.M. in European Public Law and Governance from Maastricht University, and a joint master’s degree from the Universities of Rennes and Erlangen in French and German public and fundamental rights laws.
    He has experience in data protection and payment services in the EU, as well as in EU public policy analysis. His specific interests are environmental law, fundamental rights, migration and data protection law, which has led him to write his master’s theses on the right to delisting under the General Data Protection Regulation, and on the functioning of the Dublin III regulation at internal European borders.
