Sophie Vancauwenbergh is a Belgian lawyer with a particular interest in the development of sound EU and international public policies from a legal point of view. She has ten years of experience in providing EU and international law advice within the fields of environmental law, climate change policy, internal market law and fundamental rights and is an experienced project manager.

Tony Zamparutti has over 25 years of experience in environmental policy analysis and has led numerous studies for the European Commission, European Parliament, European Environment Agency, OECD and other clients.

Dr. Véronique Bruggeman is a Belgian qualified lawyer with extensive knowledge and professional experience in the area of climate change policy, environmental and energy law, insurance, financial services legislation, catastrophe law, workers compensation, terrorism and catastrophe modelling.

Ágnes Csonta is a Legal Advisor who joined Milieu in December 2019. She holds a Master’s degree in European Union Law from the University of Bucharest (Romania) and multiple Master’s degrees awarded between the University of Gothenburg (Sweden), University of Deusto (Spain) and University of Roehampton (UK) within the Joint Erasmus Mundus Master Programme in Human Rights Policy and Practice.

Agnese Marchesini is an Italian national, working as Communication and Events Coordinator at Milieu since September 2024.
She holds a Bachelor’s degree in Languages for International Relations, where she specialised in English and French, and a Master’s degree in International Cooperation and Development Studies from Università Cattolica del Sacro Cuore.

Agnieszka Markowska is a Polish national based in the Hague. She has collaborated extensively with Milieu since September 2013. She holds a PhD degree from the Economics Department of Warsaw University (2004) and a Master of Public Affairs degree from Indiana University (1998).

Dr Alena Melander is a Czech national who has been working as a legal analyst at Milieu since March 2025. She is a lawyer specialising in EU law, with an emphasis on the rule of law, fundamental rights, digitalisation and justice reform in the context of EU enlargement.

Alicia McNeill is a New Zealander who joined Milieu in August 2015. She holds a Master’s of Science from Erasmus University Rotterdam in International Public Management and Public Policy, with a final thesis comparing air quality policy at local, national, and EU levels.

Anaëlle Becker is a French and Swiss national, working as a Legal Researcher at Milieu since September 2024. She holds a Master’s degree in French and International Law from Sciences Po Paris, as well as an LLM in European Law from the Institute for European Studies of the Université Libre de Bruxelles.
Anaëlle has developed her career in both legal and policy matters. After her time in a French law firm and two NGOs, she became a parliamentary assistant trainee in the European Parliament on migration and asylum matters. She then did a traineeship at the European Commission for the Directorate-General Justice and Consumers (in the unit on General Criminal Law), working on the PIF Directive and the then ongoing negotiations on the environmental crime directive and the directive criminalising the violation of EU sanctions. Before joining Milieu, she worked as a project manager for the Belgian Federal Public Planning Service for Social Integration during the Belgian Presidency of the EU Council.
Anaëlle is proficient in French and English, with a good command of Spanish and an intermediate level in Dutch.

Andrea Pazos is a Peruvian national who joined Milieu in March 2024. She holds a Bachelor’s degree in Marine Biology from Científica del Sur University (Peru) and a Master’s degree in Marine Science and Management through a joint interuniversity program in Belgium (Vrije Universiteit Brussel, Universiteit Gent, and Universiteit Antwerpen). During her academic career, Ms Pazos conducted research on the effectiveness of two Marine Protected Areas (MPAs), assessing their ecological, social, and governance dimensions from the perspectives of key stakeholders.
Before joining Milieu, Andrea completed a two-month traineeship at the Institut de Ciències del Mar (Barcelona) and worked as a Researcher at a marine conservation NGO in Peru. In this role, she contributed to projects focused on small-scale artisanal fisheries, conservation management, stakeholder engagement, and scientific communication. Andrea’s other areas of interest include the science-policy interface, social equity, and marine, climate, and biodiversity governance.
At Milieu, Ms Pazos primarily supports environmental policy projects, with a focus on the Marine Strategy Framework Directive. She is fluent in Spanish and English and has basic proficiency in Dutch.
