Nicolas Gebhard is a German and Italian national who joined Milieu as a Legal Trainee in April 2024. He holds a Bachelor and Master’s degree in German and Italian law from the Universität zu Köln and the Universitá degli Studi di Firenze, as well as a Master’s degree in “International Business Law: Climate Change & Corporations” from the Vrije Universiteit Amsterdam. Nicolas is specialised in international and European climate change and environmental law. After his studies, he did a seven-month legal traineeship at Climate Focus, supporting a wide range of public and private clients in developing and implementing climate policies and legislations across all sectors.
Nicolas native languages are German and Italian, and he speaks fluent English. -

Per Lundberg is a Swedish national working as an Advisor at Milieu.
He holds a Master’s degree in European Politics and Policies from KU Leuven and a Master’s degree in Environment and Resource Management from VU Amsterdam.
Prior to joining Milieu, he worked for the European Federation of Intelligent Energy Efficiency Services on policy and communications, mainly regarding energy-related acts under the Fit for 55 Package. Before that, he worked under a member of the European Parliament, focusing on the Committee on Environment, Public Health, and Food Safety, following a Blue Book traineeship at the European Environment Agency’s Brussels liaison office.
Per is particularly interested and experienced in comparative public policy and European energy, climate, and environmental politics and governance. -

Pietro Freguglia is an Italian national, working as a policy advisor at Milieu since September 2023. He holds a Bachelor’s and a Master’s degree in Economic and Social Sciences from the Bocconi University. In 2023, he attended a short on-line course on advanced European Competition Law held by the London School of Economics. Mr Freguglia has over 5 years of experience advising public bodies and private clients in the areas of economic regulation, competition, impact assessment and policy evaluation. His main areas of expertise include economic regulation of utilities, especially in water settings, study of economic impacts of national and European regulations, and economic modelling, which he has obtained through related project work.

Raffaella D’Antonio is an Italian national, working as an Associate Researcher at Milieu. She holds a 5-year Master’s Degree in Law from the University of Naples, Federico II (Italy) and an LLM in International Legal Studies from Newcastle University (United Kingdom). Since 2016, Raffaella has carried out several researching activities in human rights and environmental protection and she will defend her PhD thesis in April/May 2021 (Newcastle University, United Kingdom).

Shannon Bell Petra is an American national who moved to Brussels in 2018. Prior to joining Milieu, she worked as a teacher librarian for a private secondary school in Greece and as a volunteer in her community with the Community Kitchen through Serve the City.
As a qualified librarian and with international work experience in various fields – from technology to finance to education – specifically working with SMEs, she has a polyvalent skill set in information management. She likes working in a team as a facilitator and enjoys bringing her enthusiasm and commitment to client relations as a contracts and administrative assistant for Milieu.

Sophie Patras is a French national who joined Milieu as a Legal Trainee in September 2023. She holds a Master’s degree in EU law from the Faculty of Law and Politics of Aix-en-Provence, and graduated from the College of Europe’s Bruges campus in 2019. Sophie is specialised in fundamental rights, internal market law and judicial cooperation, as well as in digital and new technology matters. Sophie has developed her career in both legal and policy matters.
