Milieu has contributed to a major study for the European Commission’s Directorate-General for Energy (DG ENER) examining how EU Member States manage national permit granting processes for energy transmission infrastructure projects. The study focuses on projects of common interest (PCIs) and projects of mutual interest (PMIs) under Chapter III of Regulation (EU) 2022/869, known as the revised TEN-E Regulation.
The research provides an in-depth mapping of national permitting procedures, analysing how they are evolving across EU countries to support the deployment of critical energy infrastructure. The findings highlight key challenges that continue to hinder project timelines, such as aligning permitting processes with environmental assessments, ensuring timely public participation, and coordinating efforts across borders.
A central aspect of the study is the examination of streamlined and coordinated permitting mechanisms, including the role and performance of one-stop-shop authorities designed to simplify complex administrative processes. The report also identifies good practices adopted by Member States that can help accelerate infrastructure development, which is essential for meeting Europe’s clean energy transition goals.
The full report offers insights and recommendations aimed at strengthening national frameworks to ensure the timely delivery of energy infrastructure projects vital for the EU’s energy security and climate objectives.
