Dr Julia Zomignani Barboza is a Brazilian and Italian national, working as legal advisor at Milieu since September 2024.
She holds a PhD in law from the Vrije Universiteit Brussel, where she specialised in refugee law and human rights, and an LLM in international humanitarian law and human rights from the Geneva Academy of International Humanitarian Law and Human Rights.
During her time at the Vrije Universiteit Brussel, Julia contributed to multiple research projects. She was involved in the development of the second and third editions of the ICRC and Brussels Privacy Hub Handbook on Data Protection in Humanitarian Action and in the EU-funded projects Rebuild, HEROES, ALUNA and FAIR. She also managed the work of the Vrije Universiteit Brussel as national FRANET contractor between 2020 and 2024.
Prior to that, Julia provided legal assistance to asylum seekers in Sydney, Australia, and in Bangkok, Thailand. She also worked as an associate at the International Committee of the Red Cross in Geneva and with the human rights NGO Alkarama.
Portuguese is her mother tongue. She is fluent in English and French and has an advanced knowledge of Spanish and Italian. She is currently learning Dutch.
