Inès Carter is a French and British national working as a trainee at Milieu since May 2025. She holds a Master’s degree in Environmental Law and Green Transitions from Nantes Université and an LL.M. in International Law from the University of the West of England. She specialises in environmental law and policy, marine policy, and the interactions between trade and the environment, as well as environmental rights.
Prior to joining Milieu, she contributed to policy and legal work at the Council of Europe within the Department of the Reykjavík Process on the Environment and the Bern Convention. She also worked as a legal research assistant at the Institut Jean Nicod (École Normale Supérieure, Centre National de la Recherche Scientifique, École des Hautes Études en Sciences Sociales) on interdisciplinary projects relating to the law of the sea and fisheries governance, where she produced legal analyses and worked at the science-policy interface.
As an environmental lawyer, she believes that policy work is essential to translate legal frameworks into effective strategies that drive tangible environmental action. She is fluent in both English and French.
