EU Environmental Foresight system report 2023–2024 now published

The European Commission has published the 2023–2024 EU Environmental Foresight System (FORENV) report, which highlights emerging risks and opportunities for biodiversity protection and ecosystem services across the EU. This edition identifies 10 priority emerging issues, grouped into six clusters of disruptive change. These clusters range from technological and systems innovations to social justice challenges, shifting market dynamics and evolving geopolitical pressures linked to biodiversity loss.

The report provides forward-looking insights designed to help EU policymakers anticipate future pressures on nature and identify opportunities to strengthen ecosystem resilience. Its findings contribute to a better understanding of how environmental trends may shape long-term biodiversity policy and implementation at EU level.

Prepared under the leadership of Eunomia, the study brings together analysis from a consortium of partners to support the Commission’s ongoing foresight work.
