Milieu authors EPRS impact assessment on the Equal Treatment Directive

The European Parliamentary Research Service (EPRS) has published a complementary impact assessment of the proposal for a horizontal Equal Treatment Directive, examining whether and how EU action can close existing gaps in protection against discrimination beyond employment.

The study, authored by Milieu Consulting (Flore Gustave, Charlie Petracco and Katalin Császár) for the European Parliament, assesses the need for EU intervention and the expected economic, social and legal impacts of the proposed directive.

The assessment concludes that the proposal:

  • Responds to a clear need for EU action and complies with the principles of subsidiarity and proportionality

  • Is coherent with the existing EU legal and policy framework

  • Would significantly strengthen fundamental rights and close current protection gaps

  • Is expected to generate limited costs while delivering substantial social and economic benefits, notably through improved access to goods and services

The study was presented to Members of the European Parliament in the Committee on Civil Liberties, Justice and Home Affairs (LIBE), contributing evidence-based analysis to ongoing discussions on the future of EU anti-discrimination law.
