European Parliament Research Service publishes complementary impact assessment on the proposed horizontal equal treatment directive

The European Parliament has published a new study titled “Proposal for a horizontal equal treatment directive – Complementary impact assessment”, prepared by Milieu Consulting for the Ex-Ante Impact Assessment Unit of the European Parliamentary Research Service (EPRS).

This study provides updated analysis to support the Parliament’s consideration of the proposed horizontal equal treatment directive, taking into account the revised Council progress report of June 2024. It examines the proposal’s EU added value, its coherence with existing EU and international frameworks, and its effectiveness in achieving the directive’s objectives, including its anticipated fundamental-rights impacts. The assessment also reviews the proposal’s efficiency, offering insights into the expected administrative implications for Member States and stakeholders.

Covering all 27 EU Member States, the report incorporates in-depth case studies of Czechia, Germany, Italy, Romania and Sweden. It evaluates the likely costs and benefits of the proposed directive, including the impact of reasonable accommodation requirements, and analyses how the initiative may shape future approaches to preventing discrimination in access to goods and services.
