Milieu contributes to EU study on carbon pricing in road transport

Milieu is contributing to the study “Carbon Pricing in Tolls and User Charges: an Assessment of its Implementation and Coherence with Emissions Trading and Energy Taxation”, led by Transport & Mobility Leuven in partnership with the University of Antwerp, for DG MOVE of the European Commission.

As the European Union expands CO₂-based road charging schemes and prepares for the rollout of the new Emissions Trading System for road transport and buildings (ETS2), policymakers and industry face significant challenges. In particular, ensuring coherence between different carbon-pricing instruments for heavy-duty vehicles, while avoiding risks of double charging, is a key concern.

The study will assess how CO₂-based road charges are currently implemented by Member States, map existing fuel taxation and carbon-pricing practices, and develop a robust methodology to determine the effective carbon price applied to road transport fuels across the EU.

Milieu looks forward to working closely with the project partners on this important initiative supporting coherent and effective EU transport and climate policy.
