Milieu led the study in close collaboration with Ecorys and Stratégies Mer et Littoral (SML). The consortium analysed Member States’ maritime spatial plans and national legislation to assess how the Directive’s provisions are applied in practice across the EU.

The study also examined the links between maritime spatial planning and other relevant EU legislation, including the Marine Strategy Framework Directive, and reviewed the outcomes of recent EU-funded projects. This analysis helped identify both the progress achieved by Member States and areas where further efforts may be needed to strengthen the implementation of maritime spatial planning.

The findings of the study will support ongoing EU policy developments, including the upcoming review of the Maritime Spatial Planning Directive, the implementation of the EU Ocean Pact, and discussions on a potential European Ocean Act.

Milieu would like to thank its partners Ecorys and Stratégies Mer et Littoral for the strong collaboration throughout the project.
