Supporting EU energy efficiency implementation across Member States

Milieu is proud to support the European Commission’s Directorate-General for Energy (DG ENER) in assessing how Member States are implementing the new EU energy efficiency framework under Directive (EU) 2023/1791 on energy efficiency (recast). The Directive was required to be transposed into national law by 11 October 2025, with some provisions subject to earlier or specific deadlines.

Under this project, carried out in collaboration with Trinomics, Milieu will assess whether national measures in all 27 Member States fully and correctly transpose the Directive and will provide input on targeted questions linked to transposition. Milieu will also continue follow-up work under a previous contract on the compliance assessment of Directive (EU) 2018/2002 on energy efficiency, ensuring continuity and consistency in supporting the EU’s energy efficiency objectives.

Milieu looks forward to contributing to the effective and coherent implementation of the EU’s energy efficiency framework across the Union.
