Twenty-five years of the EU Charter of Fundamental Rights and publication of the new Manual on Fundamental Rights in EU Funding

7 December 2025 marks 25 years since the proclamation of the Charter of Fundamental Rights of the European Union, first declared on 7 December 2000 by the European Parliament, the Council and the European Commission. The Charter is a landmark document that sets out the rights, freedoms and principles guiding EU policy and action.

Since the entry into force of the Treaty of Lisbon in 2009, the Charter has become legally binding and a primary source of EU law. To further embed fundamental rights across EU funding, the Common Provisions Regulation for the 2021–2027 period makes the disbursement of EU shared-management funds conditional on the effective application and implementation of the Charter throughout the programming period.

As part of continued efforts to support Charter implementation, we are pleased to highlight the publication of the Manual on Fundamental Rights in EU Funding, prepared by Milieu in collaboration with Ramboll Management Consulting. The Manual provides practical guidance for managing authorities, implementing bodies and other stakeholders to ensure that all EU-funded activities comply with the Charter.
