Antonia Penno is a German national who joined Milieu in November 2025 as a Policy Analyst. With her M.Sc. in Economics from Maastricht University, specialised in Market regulation and design, Ms Penno has a strong academic background in economic and quantitative analysis as well as competition policy and market regulation. Before joining Milieu, Ms Penno worked as an Analyst at Analysis Group, an economic consultancy, where she conducted quantitative analyses, drafted economic expert reports in European and national competition and litigation cases and analysed European digital policies. Previously, Ms Penno interned at the German competition authority in the decision division responsible for the investigations on Amazon’s market dominance as well as the food sector including sustainability measures. Through this internship she deepened her knowledge on digital platform regulation, competition in the food retail sector and sustainability initiatives from an antitrust law perspective. She further gained insights into regulatory processes at the intersection of economics, law and public interest.
At Milieu, Ms Penno primarily supports economic policy projects with her quantitative and analytical expertise.
Ms Penno is proficient in German and English with an intermediate level of French.
