New FRA and ELA guide to help labour inspectors detect and address labour exploitation

The European Union Agency for Fundamental Rights (FRA) and the European Labour Authority (ELA) have released a new publication, “Detecting and addressing labour exploitation: A guide for labour inspectors” (10 October 2025).

The guide provides practical tools to help labour inspectors identify, document, and respond to cases of labour exploitation — particularly those involving third-country nationals. It offers guidance on detection indicators, interviewing workers, collecting evidence, and referring victims to support services.

As part of this initiative, Milieu, together with HEUNI (the European Institute for Crime Prevention and Control, affiliated with the United Nations), designed and delivered a two-day in-person training course for EU labour inspectors (14–15 November 2023, Larnaca, Cyprus). Milieu also produced a manual on labour exploitation and labour law violations for inspectors’ daily use. This new guide builds on the 2024 FRA training manual for workplace inspectors, which Milieu also helped prepare.
