New study examines the impact of the Fit for 55 package on local and regional authorities across the EU

We’re excited to share the publication of our newest study for the European Committee of the Regions “Speeding up the clean energy transition at local and regional level – The impact of the Fit for 55 package.”

This report examines how Local and Regional Authorities (LRAs) across the EU are grappling with the strengthened obligations under the Fit for 55 package — from more stringent building-renovation requirements and binding energy-efficiency targets for public buildings, to the rollout of local heating and cooling plans and the facilitation of renewable energy communities.

We explore the varied landscape of implementation, including streamlined country fiches of each Member State revealing how some regions are already leading the charge, while others still face hurdles in funding, capacity and multilevel coordination.

By spotlighting examples such as one-stop-shops for energy-transition support, municipal renovation funds and cross-border energy communities, our study illustrates how targeted cooperation and streamlined access to EU funds can empower LRAs to accelerate their clean-energy agendas and tackle energy poverty.
