Launch of the Citizen Energy Advisory Hub: Empowering EU Citizens in the Energy Transition

We are thrilled to announce the official launch of the Citizen Energy Advisory Hub (CEAH) — a Europe-wide initiative designed to help citizens and communities become active participants in the clean-energy transition.

Making the energy market citizen-centric
CEAH’s mission is straightforward: provide practical advice, clear guidance on consumer rights and hands-on technical assistance so that households, neighbourhoods and local groups can produce, share and trade renewable energy with confidence. By lowering legal and financial barriers, the Hub supports the EU’s goal of a fair, consumer-centred energy system.

Our role: safeguarding consumer rights
Milieu Consulting leads the project’s legal work, analysing how existing consumer-protection rules apply when individuals and energy communities generate, sell or share their own power. This ensures that emerging citizen-energy models remain transparent, secure and equitable for everyone involved.

A consortium built on expertise
CEAH is delivered by a strong partnership of specialist organisations — Ricardo, Ecorys, Th!nk E, REScoop.eu, Fedarene, OpenEvidence and Milieu Consulting — bringing together deep experience in energy policy, community engagement and sustainable development.

What comes next
Over the coming months the Hub will roll out an online portal, launch technical-assistance calls and publish guidance tailored to local contexts. We look forward to collaborating with citizens, municipalities and energy communities across Europe to create a greener, more inclusive energy future.
