Supporting the EU in Mapping Portable Document A1 Procedures

Milieu Consulting, in collaboration with Eftheia, has been awarded a new study contract by the European Labour Authority (ELA) to analyse how EU and EEA countries manage the issuance and administration of Portable Document A1 (PD A1).

PD A1 confirms that a worker posted abroad remains subject to the social security system of their home country. As cross-border mobility increases within the EU, the accurate and efficient administration of PD A1 is crucial for ensuring fair mobility and legal certainty for both workers and employers.

The study will provide:

• A comparative analysis of national procedures, digital tools, and verification mechanisms

• Insights into the administrative complexity of issuing PD A1

• An overview of digitalisation trends and anti-fraud practices across Member States

Using desk research, expert consultations, and interviews with competent authorities, the research will support ELA’s ongoing efforts to improve transparency, efficiency, and cooperation in cross-border social security coordination.
