Lucie Meura is a Belgian legal advisor who joined Milieu in November 2013.

During her Master in Public Law at the Université Libre de Bruxelles in 2012 and internships in global law firms, Lucie developed broad knowledge of the Belgian legal system. Obtaining her LL.M. degree in Global Environment and Climate Change Law from the University of Edinburgh in 2013, she gained extensive understanding of EU and international law, which she applied as legal advisor at Milieu, legal intern in international law firms and trainee at the European Commission.

During her studies, Lucie examined the interactions between environmental objectives and socio-economic development. She authored several in-depth essays in this field: on the nature and external impacts of EU climate change policies in the light of the extension of the EU ETS to the aviation sector, on the relationships between multinational corporations and international environmental law, and on energy policy and politics investigating the links between growth, the economy, the use of natural resources and environmental protection.

At Milieu, in line with this area of expertise, Lucie drafted studies for the European Commission evaluating the conformity of national legislation with EU directives of high relevance for environmental protection (e.g. on industrial emissions, carbon capture and storage, access to justice in environmental matters). She co-drafted studies on the regulation of timber trade (EU TR), and chemicals (PIC Regulation). Lucie also developed considerable knowledge in the area of public health. As part of the EU study on the evaluation of the EU OSH Directives conducted for DG Employment, she co-drafted the Belgian report.

Lucie is currently working on projects for the European Commission on trans-European energy infrastructures (TEN-E Regulation) and on the Fitness Check of EU Nature Legislation (Birds and Habitats Directives). In the area of public health, she is co-developing, as part of a consortium of partners, an e-guide on the implications of the ageing workforce for the European Agency for Safety and Health at Work (EU OSHA).
