Anne Schmieman is a Dutch national who joined Milieu in March 2024 as a legal trainee, and now works as legal researcher. With an LL.M. in European Law from Leiden University, Anne’s background reflects a multifaceted understanding of legal intricacies. Her tenure as Blue Book Trainee at the European Commission’s DG GROW, Green and Circular Economy Unit, where she actively contributed to policy negotiations, has honed her ability to navigate complex environmental frameworks. Additionally, Anne’s focus on migration law and policy during her academic pursuits, complemented by specialised training from the Odysseus Migration and Asylum Summer School, underscores her commitment to addressing human rights’ challenges.
Her previous internships helped to refine her skills in legal research, analysis, and drafting. Beyond her legal endeavours, Anne co-founded a company which is dedicated to transforming discarded objects into sustainable lamps, showcasing her commitment to sustainable innovation. Altogether, Anne brings a unique blend of knowledge and expertise to her role at Milieu.
Anne is proficient in Dutch and English, with a basic understanding of French. -
Charlie Petracco

Charlie is an American and Portuguese national, who joined Milieu as a Senior Advisor in February 2024. She holds an MA in Economics from American University and a BS in Economics from the College of Charleston. Carly brings 15 years of quantitative analysis and impact assessment experience in a variety of areas, including labour supply and demand, climate mitigation, microfinance, agricultural practices and productivity, and banking. Her expertise includes extensive experience in statistical analysis (in STATA), questionnaire design, data collection, and desk research.
Prior to joining Milieu, Carly designed and implemented impact evaluations on land restoration programmes for the Food and Agriculture Organization of the United Nations. For the World Bank she applied the Jobs Diagnostic tool to conduct gap analysis of the demand and the supply of the labour market. At the European Bank for Reconstruction and Development managed the implementation of the flagship socio-economic surveys and oversaw the design and completion of impact evaluations. -
Caroline Beaujet

Caroline Beaujet is a French national, working as an Advisor at Milieu since February 2024. Cristina Celaya Ferrer

Cristina Celaya Ferrer is a Spanish national who joined Milieu in March 2024 and now works as a legal researcher. She holds a double Bachelor’s degree in Spanish and French Law from the Autonomous University of Madrid and the University of Strasbourg, specialising in European Law, with a Master’s degree from the University of Strasbourg. She also holds an LLM in Legal Practice from the Spanish National University of Distance Education (UNED) and is a qualified lawyer in Spain, having passed the bar exam in December 2023.
Prior to joining Milieu, Cristina completed a 5-month internship at the European Parliament and worked at the Navarre regional office to the EU, where she focused on policy developments in areas such as transport, energy, agri-food and sustainable tourism. Cristina’s other interest areas include fundamental rights, non-discrimination and gender equality.
Cristina is fluent in Spanish, English and French and has a basic knowledge of German. -
