KPIs for monitoring implementation of national programmes on safe and long-term management of spent fuel and radioactive waste

Milieu is proud to have been tasked to carry out a study on “Key Performance Indicators for monitoring implementation of national programmes on safe and long-term management of spent fuel and radioactive waste” for DG ENER under a framework contract led by COWI. We will carry out the study together with our partner GRS gGmbH.

All EU countries generate radioactive waste, and 20 of them also manage spent fuel (from nuclear power plants) on their territory. Owing to its radiological properties and the potential hazard it poses, it is important to ensure the safe management of radioactive waste at all stages “to avoid imposing undue burdens on future generations”, as stipulated in the Radioactive Waste Directive (Council Directive 2011/70/Euratom). The study will look into Member States’ approaches and practices to keep generation of radioactive waste to the minimum and to optimise radioactive waste and spent fuel management. It will analyse how key performance indicators are used by Member States to monitor progress towards implementation of the national programmes for the management of these materials, including the disposal, of all spent nuclear fuel and radioactive waste generated on their territory. Based on our findings, we will develop recommendations on how to facilitate KPI use in the Member States.

In the past, Milieu has already successfully completed a compliance assessment regarding the Radioactive Waste Directive. In addition, GRS and Milieu are currently assessing the compliance of the legislation in all EU Member States with the Basic Safety Standards Directive (Council Directive 2013/59/Euratom). A related study we are involved in is the current study on the “Control of radioactive sources” that is led by Wood. The new study is therefore a continuation of our successful work for DG Energy in the area of radiation protection and radioactive waste management.
