Evaluation study to support the evaluation of the Zoos directive (Council Directive 1999/22/EC) (2016)

The purpose of the evaluation study is to support the evaluation of the Zoos Directive as part of the REFIT programme. Accordingly, the evaluation study assesses the effectiveness, efficiency, coherence, relevance and added value of the Directive.
It provides an evidence-based critical analysis regarding how well the legislation has performed, in particular in relation to the implementation of Article 3 on conservation measures. It maps the differences in the level of implementation across Member States, as well as identifies good practices and issues at national level. The evaluation shall also measure costs, in particular in terms of administrative burden, and the benefits of having a Directive on zoos.
