Support to the Commission on analysis of information coming from Member States under the frame of fulfilling the requirements of EU Water Legislation

The Water Framework Directive (WFD) came into force in 2000 and had to be transposed by Member States by December 2003. Additionally, the River Basin Management Plans (RBMPs), the main instrument for the implementation of the WFD, should have been published in 2009 (at the latest), updated by 2015 and every six years thereafter. Compliance checking of RBMPs, reported under the WFD first cycle, identified gaps which may reflect important failures in the implementation of the WFD by Member States.
Before launching infringement procedures, the European Commission will make use of a recently introduced mechanism of so-called EU pilots to improve communication and problem-solving between the Commission services and Member State authorities on issues concerning the application of EU law.
The EU Pilot seeks to provide quick and full answers to questions on the application of EU law. For this purpose, the Commission is organising bilateral meetings with Member States, giving them the opportunity to show whether they have followed the recommendations of the Commission.
If after these meetings and consequent exchanges of documentation, the Commission is still not satisfied with the instances of non-compliance to the requirements of the WFD that have been addressed by the Member State, an EU Pilot case will be launched.
The purpose of this contract is to assist the Commission in fulfilling its requirements which are to effectively monitor Member States’ ‟implementation of the WFD, to analyse all the relevant information provided by the Commission and the Member States, and to assist with appropriate follow-up such as the drafting of EU pilots and the assessment of responses to such EU Pilots.”
In addition, this project will also assist in the assessment and response to questions raised by the European Parliament and the public. The project will be carried out on a task-by-task basis in response to the specific requests of the European Commission.
