Evaluation of EIB Technical Assistance (TA) in Ops B Countries
EV launched an evaluation of technical assistance (TA) operations carried out in the EIB’s Ops B countries for the period 2003-2012. The aim of the evaluation was to assess the overall performance of TA-operations on the basis of relevance, effectiveness, efficiency and sustainability as well as the EIB contribution.
While the EIB is the EU’s house bank, the bank is also active in regions outside the EU. Outside the EU, the EIB operates under a series of mandates in support of EU development and cooperation policies in partner countries. These external mandates include neighbourhood countries as well as development and cooperation countries.
For the purpose of the evaluation, EV put together a representative sample of 22 (clusters of) TA operations. The team of consultants carried out the in-depth evaluations for 10 (clusters) of TA operations. The evaluations consisted of desk research, interviews, field visits and consultations as well as a quantitative and qualitative analysis of the TA results based on the evaluation criteria mentioned above.
For each of the TA operations, ratings were provided on a 4-point scale ranging from excellent to unsatisfactory. In addition, the team of consultants was responsible for several other tasks, such as a literature review of lessons learned regarding TA evaluations carried out by other institutions, and a survey amongst EIB clients and consultants to verify the findings of the in-depth evaluations.
