Support to Climate Change Mitigation and Adaptation in Russia and ENP East countries

The overall objective of the Clima East project is to support the ENP East countries and the Russian Federation to be better equipped for greenhouse-gas emission reductions and better prepared to deal with climate change impacts. Specifically, the project aims at fostering climate change policies, strategies and market mechanisms in the partner countries to ensure that they are more in line with the EU acquis, by supporting regional cooperation and improving information-access.
Milieu contributes to facilitate support to climate change mitigation and adaptation in the beneficiary countries through preparation of briefings, information material, regional/national workshops, study visits and a website covering climate change topics related to mitigation and adaptation policies and the EU acquis including the ETS Directive 2003/87/EC, the Effort Sharing decision 406/2009/EC, the Renewables Directive 2009/28/EC, the CCS Directive 2009/31/EC and the EU Guidelines on state aid for environmental protection and the Guidelines for State aid under the ETS Directive.
Those tools should strengthen the capacity of policy makers to engage in, implement and comply with the Kyoto Protocol’s potential successor, or other international agreement post-2012, supporting their involvement in the international negotiations.
It should improve access to information and expertise on EU climate policies and legislation; Ad-hoc requests for information and targeted technical assistance will be provided as part of the project plan, developed on the basis of priorities identified with the beneficiary countries, and by a flexible expert facility.
Support to strengthen capacity for strategic planning with regard to mitigation, including training sessions on NAMA's and NAPAs development, GHG-related energy efficiency strategies and low-carbon strategies (where they are not covered by other donors and projects), LULUCF and agriculture and forestry sector vulnerabilities.
Supporting the drafting, fine-tuning and implementation of state-of-the-art national climate change mitigation, adaptation policies and legislation, the use of CDM and other financing mechanisms for Non-Annex I countries and the preparations for an Emissions Trading Scheme (Annex I countries).
