Gretta Goldenman founded Milieu Ltd in 1994, as a vehicle for providing high quality consulting services to public sector institutions in Europe and internationally. She brings 25+ years of experience in environmental protection and other fields of governance to Milieu’s consulting practice, in addition to her academic training at the University of California at Berkeley in law and public policy analysis.

Within the field of EU and international law and policy, Gretta has directed and/or carried out a range of complex projects. In the 1990s she actively supported the countries of Central and Eastern Europe to set in place environmental regulatory systems appropriate for the transition to market economies and as required for EU accession. In addition to support for legislative drafting and capacity building services, she designed and evaluated technical assistance programmes and projects for ministries of environment, particularly in Central and Eastern Europe and in Central Asia. Countries in which she has worked include Georgia, Moldova, Bhutan, Kazakhstan, Azerbaijan, Malaysia, Thailand, Bulgaria, Romania, Croatia, Lithuania, Latvia, Estonia, and the northern part of Cyprus.

Since 2002, her focus has shifted to carrying out legal and policy studies for the EU institutions and other international organisations. Areas of specialisation include chemicals policy, air quality management, industrial pollution control, nature protection, water quality management, regional seas policy, the Aarhus Convention rights and obligations, worker health and safety, and environmental liability and privatisation.
