Agnieszka Markowska is a Polish national based in the Hague. She has collaborated extensively with Milieu since September 2013. She holds a PhD degree from the Economics Department of Warsaw University (2004) and a Master of Public Affairs degree from Indiana University (1998). Agnieszka has over 15-years’ experience in environmental policy evaluation and cost-benefit analysis. Within Milieu, she has contributed to various projects related to the evaluation of EU policies in fields of environment and Cohesion Policy as well as transport. Her expertise also includes impact assessments in the area of fundamental rights. Throughout her career, she has been involved in numerous studies analysing socio-economic impacts of environmental policies and transport.

Earlier in her career she worked for the Dutch consultancy CE Delft, where she was involved in several projects analysing environmental policy. She was one of the main contributors to the Shadow Prices Handbook developed by CE Delft. In 2013 she carried out a large project for the Council of Europe Development Bank where she evaluated several thermo-modernisation investments in Poland using a set of economic, social and environmental criteria. She has also contributed to several research projects carried out by Warsaw Ecological Economics Centre.
