Accountability in Governance: The Challenge of Implementing the Aarhus Convention in Eastern Europe and Central Asia
In 2004 International Environmental Agreements (Kluwer) published this article by Tatiana R. Zaharchenko and Gretta Goldenman based on their experiences in working to implement the Aarhus Convention in Eastern Europe, Central Asia and the Caucasus. It describes how a number of long-standing governance traditions of the EECCA countries will need to be changed in order to implement the Aarhus Convention provisions on transparency and accountability in environmental governance.
Enlargement Process of the EU: Consequences in the Field of Environment
This report prepared for the European Parliament in 2003 analyses the environment- related consequences of the next EU enlargement. It reviews common problems facing the accession countries in each environmental sector and includes an analysis of each accession country with respect to transposition and implementation of the EU environmental acquis.
Study on Criminal penalties in a few Candidate Countries’ environmental law
This study for DG Environment supported the European Commission’s efforts to develop further legislation at EU level on the protection of environment through criminal law, by looking at existing practice in the Czech Republic, Hungary, Lithuania, Poland, and Slovakia.
“Romania’s Road to Accession: The need for an environmental focus” and “Bulgaria’s Road to Accession: The need for an environmental focus”
These two reports, prepared for the Danish Environmental Protection Agency in preparation for the 2002 European Council in Copenhagen where negotiations for the 2004 enlargement were concluded, identify the key problem areas and challenges related to the EU environmental acquis and include information on the additional technical and financial assistance Romania and Bulgaria need in order to complete their approximation of EU environmental law.
The New Approach in Setting Product Standards for Safety, Environmental Protection and Human Health
This book was prepared as a background document for a November 2001 workshop for EU Member State officials sponsored by the Danish Environmental Protection Agency in Copenhagen. It analyses key issues and options concerning the use of the New Approach for setting standards related to protection of human health and the environment, and suggests a number of alternative approaches.
The Environmental Challenge of EU Enlargement in the CEE
This thematic report commissioned by the Danish Environmental Protection Agency in 2001 reviews the key environmental issues to be addressed as part of the accession process. It focuses in particular on the investment-heavy environmental acquis, and considers the cost implications of achieving compliance with these requirements..
