  • The European Environment Agency (EEA) has recently published three reports to which Milieu contributed under its Framework Contract on policy analysis:
  1. Tony Zamparutti, working with Bill Sheate from Collingwood Environmental Planning and Elena Santer‑Veligosh from UNEP/GRIDArendal, authored a report looking at the forces shaping the future of the environment in the Western Balkans, in particular at the role of consumption and production patterns.   2.   • Milieu’s analysis of the transposition of “Directive 2004/38/EC on the right of EU citizens and their family members to move and reside freely within the EU” has been published on the website of DG JLS. The publication includes 27 national reports drafted by our country experts as well as the Milieu team’s horizontal analysis of the situation within the EU.

  • We are also proud to announce the distribution of the Welcome Package prepared by Milieu on the EUs public health policy for the new Members of the European Parliament. The package was distributed to all MEPs on an USB stick which also included similar welcome packages on the EUs environment and feed safety policies prepared by other contractors.
     
  • Milieu worked on a report for the EEA assessing the effectiveness of EU cohesion funds, used to reduce the gap between rich and poor regions of the EU – towards achieving environmental goals in areas including biodiversity and renewable energy.   • Milieu, working with Collingwood Environmental Planning and Ecosphere Lda, carried out an assessment for the European Environment Agency of EU Cohesion spending on environmental protection. The analysis focused on three areas: wastewater treatment, renewable energy and biodiversity protection..   • Milieu led a project for the European Parliament to provide an in-depth analysis of the implementation of the provisions of Article 6 of Directive 92/43/EEC (the Habitats Directive).  The Habitats Directive is the framework Directive for the EU’s Natura 2000 system of nature protection.  The study highlighted the possible difficulties that Member States are experiencing in implementing these measures, including cases of infringement where the European Commission has intervened to ensure efficient implementation of the Directive. In particular, it reviewed the experiences of Member States in implementing each of the elements of Article 6, including the Article 6(3) requirement for appropriate assessment if there is a probability that a plan or project will have a significant effect on a particular Natura 2000 site.  The study also identified any best practices and developed recommendations for a better implementation of the Directive. In 2004, the journal International Environmental Agreements (Kluwer) published an article by Tatiana R. Zaharchenko and Gretta Goldenman based on their experiences in working to implement the Aarhus Convention in Eastern Europe, Central Asia and the Caucasus. It describes how a number of long-standing governance traditions of the EECCA countries will need to be changed in order to implement the Aarhus Convention’s provisions on transparency and accountability in environmental governance.

Milieu’s 2003 report for the European Parliament analysed the environment-related consequences of the next EU enlargement.
