Programme & Project Identification & Formulation
Part of the success of any project comes from the programming and identification stage. This requires a cooperative dialogue with donors and beneficiary countries/institutions to clarify the purposes of the future support and to promote local ownership. It also requires a sound technical knowledge of the areas of intervention and of the specific methodologies for programme and project identification of formulation.
Milieu’s senior experts have extensive experience in supporting donors in such areas. Their experience includes the development of long-term technical assistance programmes aimed at achieving regulatory and institution-building goals, followed by the identification and formulation of the projects required for implementing the necessary changes. These have ranged from restructuring of existing institutions to developing new regulatory structures and administrative procedures at local, regional and national levels. Our work draws on our evaluation skills as well as our concrete experience in technical assistance projects. Milieu has especially contributed to the design and identification of projects supporting the transition process of ex-communist countries to a democracy and market economy.

Assistance to Iceland’s Ministry for the Environment in defining areas where EU support for approximation with the EU environmental acquis would be most effective, including drafting of country reports and selected project fiches. DG Enlargement’s TAIEX Instrument, 2010-11.
Design of major capacity-building project to support the Turkish Cypriot community in the designation, protection and management of eight Special Environment Protected Areas, as part of Europe’s Natura 2000 network. EuropeAid, 2007.
Project design and terms of reference for a multi-country project to support EECCA countries in meeting their obligations under the Framework Convention on Climate Change (UNFCCC). EuropeAid, 2006.
End-of project review of TACIS support to the Caspian Environmental Programme and design of the next phase of assistance, including drafting two terms of reference. EuropeAid, 2002-2003.
Development of a country programming guide and formulation of country technical assistance programmes for Poland and Slovakia. Danish Environmental Protection Agency’s Unit on Central and Eastern Europe, 2002-2003.
