Evaluation of Programmes & Projects
Milieu has a strong track record in helping donor agencies to evaluate and strengthen their technical assistance programmes. Our experience ranges from the monitoring of individual projects throughout their duration, to overall programme and policy evaluation. In addition to ex-post project and programme evaluation, we have also carried out ex-ante evaluations of complex terms of reference, including redesign of projects, where needed, to ensure cost-effective delivery of technical assistance.
An essential part of the evaluation process is to identify problem areas and to make constructive suggestions for improvement. We work closely with the client to tailor the review approach in order to address any specific concerns that may have arisen, whilst ensuring that long-term objectives remain on track. This process requires building a base of trust with both client and beneficiary, as well as discretion on the part of the evaluator.
