Associate Senior Legal Advisor
Josephine Armstrong is a Scottish qualified lawyer and a Senior Legal Advisor at Milieu where she is involved in the management and quality assurance of complex multi-country projects and the drafting of legal studies on the implementation and enforcement of EU law, primarily in the field of environment and energy law.
Ms Armstrong joined Milieu in 2011 and was involved in a number of projects including a comparative review of the scope of REACH, authored studies on the implementation and enforcement of selected restrictions under REACH and the sustainable use of biocidal products, and acted as legal expert in respect of conformity checking studies for the UK on various environmental Directives. She also managed a Framework Service Contract where Milieu is providing legal assistance to DG Energy.
Ms Armstrong has also worked on a number of other areas of EU law, including the implementation of the Services Directive, the protection of EU financial interests through criminal law, children’s involvement in civil and administrative judicial proceedings, and most recently an EU-wide legal analysis of the review and remedy procedures for public contracts in the EU.
Prior to joining Milieu, Josephine practiced environmental law exclusively between 2003 and 2010 for a UK multinational law firm. Throughout her time in private practice, she was the author of the firm’s Environment Update, an online digest of developments in EU environmental law, and also wrote the Scotland Chapter of The International Comparative Legal Guide to Environment Law (Global Legal Group) 2006 and 2007, as well as a number of industry briefings. She also presented at industry led conferences on various aspects of environmental law. Ms Armstrong has continued to collaborate extensively with Milieu since relocating to Scotland in 2014.
Ms Armstrong has an (Honours) Law Degree from the University of Glasgow and a Masters degree in Environmental Law and Management with distinction from Aberystwyth University, Wales.
