Institutional & Capacity Building
Sustainable development requires effective governance institutions at local, regional and national levels, as well as skilled and knowledgeable staff. Milieu has worked closely with a range of authorities to develop national strategies, strengthen legal frameworks and build institutional capacity required for better implementation. Our work draws on our evaluation skills as well as our training experience – see separate descriptions. We start by assisting clients and beneficiaries to define their long-term regulatory and institutional goals and by reviewing existing institutional structures and capacities. We then identify options for change – from restructuring of existing institutions to developing new administrative structures and procedures, including hands-on training of personnel. Throughout, we seek participatory approaches that ensure lasting change.
Our specific experience in this area includes:
Support to the northern part of Cyprus on environmental approximation, European Commission/TAIEX, 2005-2008: Milieu’s experts worked closely with the Turkish Cypriot community (TCc) to strengthen the TCc’s overall system of environmental management. The work included extensive training on the EU environmental acquis, development of a strategic plan for transposition and implementation, and establishment of intersectoral working groups on waste management, water resource management, nature protection and environmental communications. Support to Iceland on environmental approximation, European Commission/TAIEX, 2010: Milieu’s expert assessed the technical assistance needs of the Iceland environmental authorities in relation to their readiness to implement the EU environmental acquis. The output was a multi-annual indicative planning document (MIPD) providing concrete suggestions for measures to address the identified needs with a 3 years’ perspective, 2011 to 2013.
Development of security management, maritime safety and ship pollution prevention for the Black Sea and the Caspian Sea, EuropeAid, 2009-2011: Milieu’s involvement in this project included analysis of national legislation, support for implementation of International Maritime Organisation requirements, and the development of public-private partnerships for implementation. Technical assistance for strengthening the institutional capacity of Iller Bank, Turkey, EuropeAid, 2008-2009: The project contributed to strengthen Iller Bank’s institutional capacity for the implementation of heavy investment required for the implementation of EU environmental directives. Activities included training and technical assistance services under banking capacity assessment, financial-economic evaluation of EU financed projects and raising the effectiveness of investment components.
Strengthening the Capacity of Local and Regional Environmental Authorities to Implement the Environmental Acquis (Bulgaria, Croatia, Romania & Turkey), EuropeAid, 2006-2008: The project aimed to achieve models for replication of good environmental administration at the local and regional level in the beneficiary countries. A core component of the project was training and capacity building to local and regional authorities in each country in order to effectively develop integrated approaches to implement the environmental acquis.
