Impact Assessment
The assessment of the economic, social and environmental consequences of policy and legislative proposals has become an important step in the EU policy making process. The European Commission carries out such assessments for its policy and legislative initiatives – the results of the analysis inform the decision on options to take. The European Parliament may also carry out impact assessments when it makes major amendments to new legislation.
Milieu has prepared detailed analyses of impacts to support the Commission in its impact assessments. We follow the Commission’s guidelines in our reviews of potential economic, social and environmental impacts. Our work has included both qualitative and quantitative analysis of impacts, including economic valuations. On several studies, we have worked closely with partners on detailed impact assessments.

Water for Citizens- Support to commission policy activities on bathing water, drinking water and urban waste water treatment services, DG Environment, 2016-2019: The European Commission (DG Environment) has awarded Milieu Ltd a Framework Contract on “Water for Citizens” to support its work for the implementation of three directives. Specific projects under this contract are expected to help the European Commission strengthen reporting under the BWD, DWD and UWWT; develop tools for information; carry out technical, impact and socio-economic assessments; provide technical and scientific support to the Member States and to the European Commission; develop guidance documents and assist in the organisation of events. Impact Assessment on substantive EP amendments to the proposal on legal aid, European Parliament, 2016: The aim of the study was to conduct an ex-ante impact assessment of seven substantive amendments to the Commission’s proposal for a Directive on provisional legal aid for suspects and accused persons deprived of liberty and legal aid in European Arrest Warrant Proceedings. Framework contract- Impact Assessment, Evaluation and Evaluation related services in the area of Migration and Home Affairs, DG Migration and Home Affairs, 2015-2019: The purpose of the contract is to provide mainly DG HOME but also other Commission services as well as European Police College (CEPOL), European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice (eu-LISA), European Asylum Support Office (EASO), European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex) and European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) with timely evidence to support its impact assessment, evaluation and evaluation related activities. Ex ante evaluation and impact assessment of LIFE+: Milieu provided expertise for the ex-ante assessment and impact assessment of options for the revision of the LIFE+ Programme, for the European Commission, (2010-2011), led by GHK.
Review of the implementation of Regulation (EC) No 2037/2000 on substances that deplete the ozone layer: Milieu carried out a qualitative and quantitative impact assessment of options for the revision of this Regulation; Analysing potential results in terms of reduced ozone depletion and greenhouse gas impacts, European Commission (2006-2007). Environmental, economic and social impacts of the use of sewage sludge on land: Milieu led this analysis of the results of the Sewage Sludge Directive and of potential impacts of various options for its revision, European Commission (2008-2010), with RPA and WRc.
