Meena Fernandes is an experienced policy analyst with a specialisation in economic and quantitative approaches to evaluation. She began her collaboration with Milieu in 2016 as a Senior Consultant to support Milieu’s growing portfolio of work stemming from the European Commission’s Better Regulation agenda. She holds a PhD in Policy Analysis, and has worked in and led multi-disciplinary teams for clients in the United States and internationally in policy areas that include food and nutrition, agriculture, public health and sustainability. Her career spanning more than a decade has served to inform decision-making through evidence generation and synthesis for a wide variety of policies and programs. Policy tools that she is well-acquainted with include survey design, data analysis, scenario building and Monte Carlo simulation. For example, she has undertaken econometric analyses of state policies in the United States regarding food and physical activity, one of which assessed the impacts of banning soft drinks in primary schools and received widespread media attention. She has also undertaken ex-ante policy assessments to define policy options, project budgetary impacts and assess private sector mandates.
