Implementation of EU water policy
Support to the Commission in the evaluation of the contribution of Ops and RDPs to the implementation of the EU water policy (2015-2017)

This project’s objective is to support the Commission in their assessment of Rural Development Plans (RDPs) and Operational Programmes (OPs), in terms of their contribution to water management, and aims to support the Water Framework Directive’s (WFD) and Floods Directive’s (FD) implementation in the period 2014-2020.
The two main tasks to be performed are:
- the assessment of RDPs and
- the assessment of OPs.
Milieu is leading Task 2 on OP assessment. The assessment will begin by identifying those OPs that are most likely to have a significant impact on the WFD’s and the FD’s implementation. The most relevant for our purposes, concerning the WFD, are the interventions planned under the thematic objective 6, an objective that focuses on environmental protection, where the water sector receives the largest allocations of Cohesion Policy (ERDF/CF) funds by far. Regarding the FD, thematic objective 5 on flood protection measures is the primary thematic objective to be reviewed. Other thematic objectives, including TO4 related to energy (hydropower), and TO7 related to transport (inland navigation), may also contain planned interventions that are relevant to water protection and management; therefore, the OPs planned for such interventions, and which receive significant amounts of funding, will also be included in the analysis. The assessment will be carried out in both quantitative and qualitative terms. Financial allocations data will be reviewed and summarised.
The work will be performed according to a template prepared by Milieu and approved by the Commission. The main deliverable will be an overview report, accompanied by a set of Member State fiches for all 28 Member States. The interventions identified will be evaluted from the point of view of their contribution to the implementation of both Directives’ objectives (both in a positive and a negative way). Best practice examples will be identified and described, with special attention being paid to green infrastructure measures.
