Environmental concerns cohesion funds
Study on the integration of environmental concerns in the Cohesion Policy funds (ERDF, ESF and Cohesion Funds): results, evolution and trends through 3 programming periods (2000-06, 2007-13 and 2014-20) (2016-2017)

The main objective of the study is to provide DG Environment with an assessment of the integration of environmental concerns in Cohesion Policy across three financing perspectives: 2000-2006, 2007-2013 and 2014-2020, including all environmental policy sectors. A related objective is to provide an assessment of the contribution of Cohesion Policy to achievement of environmental targets as set out in the relevant legislation and policy. At the higher level, the study will contribute to evaluation of progress with respect to implementation of the 7th EAP to be completed by 2019 and to the preparation for the next round of EU budget negotiations post-2020.
The project is divided into six tasks. Milieu is leading the work on tasks 1-3:
- Task 1: quantitative assessment of the level of Cohesion Policy financing for direct and indirect environmental investments across Member States and across the three programming periods;
- Task 2: assessment of the role of major projects in the area of environment in relation to meeting environmental targets;
- Task 3: assessment of the main types of interventions financed by Cohesion Policy in key environmental sectors: water, waste, biodiversity, air quality and others and of their contribution to meeting the requirements of the environmental EU legislation.
Other tasks, to which Milieu will also contribute, concern horizontal integration of environmental aspects in Operational Programmes (Task 4) and integration of environmental considerations in specific projects co-funded from Cohesion Policy funds (Task 5) as well as drafting final report (Task 6).
