Providing support to the assessment of the Water Framework Directive and Floods Directive’s plans and implementation (2014-2015)

The Water Framework Directive 2000/60/EC (WFD) is the central piece of legislation in EU water policy. A key milestone under the WFD is the preparation of River Basin Management Plans (RBMPs) every six years. Another key piece of EU legislation is the Floods Directive 2007/60/EC (FD), which aims at reducing the adverse consequences of floods for human health, economic activity, cultural heritage and the environment: under the FD, Member States prepare Flood Risk Management Plans (FRMPs), also every six years. The objective of this project is to support the Commission in the assessment of RBMPs and FRMPs prepared by the 28 EU Member States. Milieu Ltd is an important member of the large consortium led by WRc for this work.
Under Task 1, the assessment of RBMPs, Milieu is providing the topic lead for governance: this work will involve reviewing initial results from all Member States, identifying areas for in-depth national assessment and preparing final reporting results. Milieu will also provide the national leads for the assessment of four Member States: Croatia, Estonia, Finland and Italy.
For Task 2, the assessment of FRMPs, Milieu is providing the overall task technical lead and coordinator: this will involve leading the preparation of the assessment methodology for the task, preparing internal training documents, coordinating with data providers, and coordinating national leads for all Member States. In addition, Milieu will provide the national leads for the same four Member States as Task 1.
Under Task 3, the assessment of international coordination, Milieu will provide the lead for the assessment of several international river basins.
Milieu will also lead Task 4, which will gather the lessons learnt from the project methodology as well as Member State reporting: the results of this will inform the next assessment of RBMPs and FRMPs.
