Ex-Post Impact Assessment of the Third Maritime Safety Package

Following the Ericka and the Prestige oil tanker wrecks in 1999 and 2002, EU safety standards for maritime transport have been significantly reinforced through the European Maritime Safety Packages which comprises the recast of existing directives and the adoption of new measures toward safety and pollution prevention.
This project made for our first ‘ex-post impact assessment’ by the European Parliament and targeted the Third Maritime Safety Package.
This required the identification of the original objectives of the Third Maritime Safety Package and the anticipated effects. These effects compared with the real effects of the package – which were gathered through desk review and stakeholder consultation. Moreover, the study considered the role and expertise of EMSA. The deliverable was a research paper, which, according to the findings, indicated improvements to be made in the legislative text.
