European Citizen’s Initiative - first lessons of implementation

The European Citizen’s Initiative (ECI) has the potential to become a popular tool for participatory democracy in the EU and can be a key instrument for promoting the transnational dimension of the European policy dialogue.
The first successful ECIs have been analysed by the European Commission and the first lessons of implementation can be drawn.
The study identified obstacles organisers face in setting up and running a ECI; gathered possible solutions to overcome such obstacles; put forward recommendations for improving the functionality of the ECI as an effective tool for participatory democracy in the EU.
To deliver the study, Milieu carried out desk research, stakeholder consultations and peer review to validate the recommendations.
