Service Contract to Support the Implementation of the Marine Strategy Framework Directive (2008/56/EC)

The Marine Strategy Framework Directive (MSFD), adopted in 2008, is the first encompassing piece of EU legislation specifically aimed at the protection of the marine environment. The Directive involves many implementation challenges, which are addressed through a Common Implementation Strategy (CIS), where the Commission, Member States and experts are collaborating to discuss and resolve various issues linked to the application of the Directive, resulting in technical guidance, reports, etc.
The Consortium, led by Milieu and comprising several leading companies in the field of marine environment, was awarded this contract, for a second time in December 2013, which aims to provide support to DG Environment in implementing the Directive, notably within the framework of the CIS. The Milieu Consortium previously provided this support to DG Environment from 2010 to 2013.
Since 2014, the Consortium has focused on the following main activities:
1. support to the CIS meetings, including attendance, minute-taking, logistical support and preparation of background documents;
2. support to the Commission with its obligation to assess the Member States’ reports on the initial assessment, the definition of good environmental status and the setting of environmental targets (Article 12 assessment);
3. secretarial support to the Commission during the revision process of the Commission Decision 2010/477/EU on criteria and methodological standards of good environmental status of marine waters (including assistance to meetings, preparation of a “manual” for a systematic review, etc.);
4. support to the Commission in its obligation to assess the Member States’ reports on their monitoring programmes.
