Assistance to the Commission on the assessment of Waste Management Plans and compliance monitoring and support of the implementation of the waste Framework Directive

The proper implementation, application and enforcement of EU waste legislation are among the key priorities for the Commission in terms of environment in the coming years. The main challenge to be overcome is a gap between the national waste management policy/legislation in place and the actual practices and results gained in terms of waste prevention and management.
In order to tackle this, the Commission has recommended the introduction of a proactive verification procedure combined with an early warning system on compliance with key EU targets that would be based on a regular analysis of the national waste management plans (WMPs).
Therefore, the purpose of this contract is to aid the Commission in the compliance checking and monitoring of WMPs, to provide in-depth analysis for selected WMPs and to provide follow-up recommendations, elaborating on guidance and related assistance.
Milieu is leading one of the three framework contracts awarded by the Commission. Its role primarily involves coordinating a seven-strong consortium of waste experts with an overall contract direction and planning/coordination. Furthermore, Milieu is providing legal, policy and economic expertise for specific service requests. This role includes oversight of methodologies proposed and used, quality assurance of outputs and reports, as well a liaison with the Commission services.
