Developing a process for stakeholder involvement following the adaptation of the EU strategy for adaptation to climate change: adaptation at regional level

In Spring 2013, the EU adopted its strategy on adaptation to climate change; implementation of this strategy requires awareness and action across the EU Member States and in particular, at local and regional levels, where specific impacts of climate change must also be addressed.
There has been a wide variety of on-going action at the regional level across the EU, with planning and action well-developed in some Member States and at simple beginnings in others.
With this contract, DG Climate Action requested a thorough review of regional-level activities in assessing, planning for and implementing climate change adaptation. The project activities engaged key stakeholders and experts to share information about existing good practice at the regional and local levels and in key vulnerability sectors.
This project supported the implementation of the EU strategy for adaptation to climate change at the regional level. The objective was achieved through three main tasks:
1. conducting a systematic review of regional adaptation activities in the EU, involving desk research and stakeholder consultation;
2. preparing a study on adaptation at the regional level, including findings and analysis of the EU research; review of drivers, barriers, opportunities and costs of adaptation for regions; good practice in regions and an analysis of the use of the Climate-ADAPT web platform at the regional level;
3. researching, drafting and publishing a brochure containing ten good practice case studies from across the EU and an overview of adaptation practice in key sectors;
4. preparing and delivering a workshop at the 2013 Open Days programme to promote exchange of experiences regarding adaptation to climate change across the regions of EU.
