Analysis of the revision of the Annexes of the Groundwater Directive and its impact assessment

More than 40% of Europe’s groundwater bodies have been identified as being at risk of failing to meet the objectives of the EU Water Framework Directive (2000/60/EC). The subsequent Groundwater Directive (2006/118/EC) develops detailed key elements of the WFD. Its Annexes I and II on groundwater quality standards, threshold values and related issues are to be regularly reviewed. This study supported the first review and the development of a possible proposal for the revision of the annexes.
The study identified key issues for the implementation of Annexes I and II of the Groundwater Directive, identified options for their revision, supported a public consultation on this topic and carried out an impact assessment of the options.
Milieu Ltd prepared the questionnaire for a public consultation on the implementation of the annexes and their possible revision. This was done using the Commission’s IPM (Interactive Policy Making) system to create an online questionnaire.
Milieu provided support to stakeholders answering the questionnaire. At the close of the consultation period, Milieu prepared a report that presented and analysed the results.
The overall project results will support the Commission’s decision on whether to propose revisions to Annexes I and II of the Groundwater Directive, and if so what specific amendments.
