Study on the impact of the legal choices of the Member States and other aspects of implementing Directive 2008/48/EC on consumer credit

This study provides input on the implementation and application of the Consumer Credit Directive (CCD) five years after its introduction.
It was carried out within a Framework Contract on evaluation, impact assessment and related services in the field of consumer policy between DG Health and Consumers and RPA Ltd.
For this specific contract, Milieu was contracted by RPA to carry out a legal analysis of the CCD regulatory choices exercised by the EU 27 Member States, Croatia, Iceland, and Norway as well as an assessment of how certain of the Directive’s terms and concepts were transposed.
The legal analysis aimed to provide clear, contextual and comparable results to enable RPA to carry out an economic analysis and provide an assessment of the impact of the analysed countries’ legal choices on the fulfillment of the Directive’s principal objectives.
